Introductions

Business:

The position of President-Elect is still vacant and a request went out to all members to consider serving.

Ruth Sanders discussed coordination of the Spring Conference which will be held April 22-24 at Rainbow Lodge in North Bend, WA and encouraged everyone to develop ideas on what they would like to cover. Ruth Sanders and Linda Bures encouraged everyone to participate in the member survey for conference speakers and activities and announced the new membership form.

Gayle Dohrman read the Minutes from the Executive Board meeting on 8-15-2001. Penny Butters moved to accept the minutes as read, Ruth Sanders moved to second the motion and the minutes were accepted.

Bob Yohnka gave the Treasurer’s report to the members. Linda Benthien moved to accept the Treasurer’s Report, Vicky Watson moved to second, the report was accepted. Please see attached WSASEA Treasurer’s Report for the period August 1, 2001-October 26, 2001. Bob reported that WSASEA now has 32 members from 29 schools and 4 HECB agency members in the current year which begins July 1.. Linda Bures suggested placing the member dues information and meeting minutes on the website.

Linda Bures shared that she is now the financial representative from WSASEA to the National Student Employment Administrators (NSEA) for a 2 ½ year term. In September, Linda had a 2.5 hour conference call with NSEA Congratulations to Linda and a big thank you from WSASEA!

Linda found out last year that when WSASEA selected a Student Employee of the Year and the person’s name was submitted to the Western Association of Student Employment Administrators (WASEA), the nomination was disregarded if the school submitting the student’s name was not a member of WASEA, even though the person had won the WSASEA state award. NSEA said last month that they did not have guidelines in place for the competition, and not all schools are members in both associations.

Linda asked members if they approved of holding a separate WSASEA Student Employee of the Year competition, and schools who are members of WASEA could submit their name to one or both associations. Some Washington schools have had difficulty meeting the early WASEA deadline in February and a later deadline for the WSASEA competition was proposed. Since this decision is not a constitutional issue, it does not require a membership vote. Linda asked for a show of hands. Members were unanimously in favor of holding a separate competition and unanimously agreed on an April 1 deadline for WSASEA nominations. Linda distributed the new nomination form to members, who accepted it with the recommendation that the Social Security Number field on the nomination should be eliminated to protect the nominee’s privacy. The WSASEA Student Employee of the Year will be announced at the Spring Conference.

Nancy Nieraeth gave an overview of the Web Time Sheet presentation she gave at the NSEA conference in San Antonio, TX earlier this month which details her in-house live integrated payroll system. Nancy offered to email her presentation to interested members. On August 10, 2000, the Notice of Proposed Rule Making changed signature requirements to include electronic signatures. These must have a number of elements, including password, access revocation for multi-logins, separate user names, entry point tracking, and random auditing. Betty Gebhardt asked how many schools are planning on implementing web time entry. Many schools were interested in future development. She gave an informative HECB Update and an handout, new web resources are now available. State Work-Study funding will be increased and State Need Grant will be fully expended. Overall, the state is spending ahead of this time last year. Betty also covered state minimum wage, guidance regarding SWS “advocacy’” activity, administrative grants, and an update on the ACLU lawsuit, higher ed access, and the funding outlook for next year.

Mary Gsell spoke regarding the regional meetings she has been holding, and progress of the Gear Up program, as well as relating information on the NSEA conference such as the FISH video, and offering materials from the conference and Student Employment Essentials training..

Nancy Nieraeth and Gayle Dohrman talked about the NSEA conference and some of the sessions such as the integrated payroll and job posting system the University of Hawaii has developed and the web Time Sheets which Nancy presented.

Roundtable Discussion:
Members discussed Academic Software and Brass Ring on their campuses. “Campus Professional” is the new Brass Ring product. Linda Bures enjoys good customer support from Academic Software. Some members expressed frustration with the products they are using.

Student loan debt vs. Work-Study award acceptance was discussed. Summer 40% carry-forward requirement was discussed.

Members discussed holding a joint WSASEA / WASEA conference pros and cons, such as better known speakers and higher hotel and travel costs and the benefit in continuing to hold a separate conference. Rainbow Lodge is getting a bit small for our group and alternatives were discussed such as sharing rooms and equitable distribution of single rooms.
